Fuzhou University is a nationally recognized “Double First-Rate” university, a key university under the “Project 211”, and a university jointly built by the People’s Government of Fujian Province and the Ministry of Education of the PRC. Founded in 1958, the university has grown into a primarily engineering-focused university with a combination of science and engineering and a key university emphasizing the coordinated development of multiple disciplines including science, engineering, medicine,economics, management, humanities, law, and arts.
The university has 27 colleges and one affiliated provincial hospital, with 13 disciplines in the top 1% of ESI global rankings; Chemistry, Engineering, and Materials Science are in the top 1‰. There are currently over 40,000 undergraduate students and more than 19,000 master's and doctoral students. The university actively engages in international cooperation and exchange, having established partnerships with over 140 universities, research institutions, and renowned enterprises in more than 50 countries and regions, including the University of Cambridge (UK), RWTH Aachen University (Germany), National University of Singapore, and The Hong Kong Polytechnic University. Actively aligning with the national "Belt and Road" Initiative, the university co-established the Joint Institute for Future Technologies with Universiti Tunku Abdul Rahman (Malaysia). It recruits international students from over 30 countries and is an institution qualified for the Chinese Government Scholarship and the Fujian Provincial Government Scholarship for international students. The university currently has one Sino-foreign cooperative educational institution and three Sino-foreign cooperative educational programs, with a strong emphasis on the internationalization of the campus.
I. Application Requirements
(I) Applicants for a master’s degree shall not be over the age of 35; applicants for a doctoral degree shall not be over the age 40 (as of September 1, 2025).
(II) Applicants shall be friendly to China, physically and mentally healthy, and willing to abide by Chinese laws and regulations as well as the rules and regulations of Fuzhou University.
(III) Applicants shall be foreign nationals holding a valid foreign regular passport with no criminal records.
Please note: According to relevant regulations, Chinese with foreign citizenship (including former Chinese citizens who have acquired foreign citizenship and their descendants with foreign citizenship, as well as descendants with foreign citizenship of Chinese citizens) must undergo a nationality status preliminary review conducted by the university during the admission stage and be able to pass the nationality verification conducted by the public security authorities’ entry and exit administration after enrollment. Those who do not pass the nationality status preliminary review or nationality verification will automatically lose their eligibility to apply and any admission qualifications or student status that may be obtained subsequently.
(IV) Educational Degree Requirements:
1. Applicants for a master’s degree must be soon-to-be graduates with a bachelor’s degree from domestic or overseas institutions or have already obtained a bachelor’s degree or a higher degree from domestic or overseas institutions; applicants for a doctoral degree must be soon-to-be graduates with a master’s degree from domestic or overseas institutions or have already obtained a master’s degree or a higher degree from domestic or overseas institutions.
2. Previous graduation certificates (undergraduate or master program) and degree certificates or pre-graduation certificates must be notarized by a notary agency. Applicants holding a pre-graduation certificate must present their original graduation certificate and degree certificate for verification when registering for enrollment. Failure to present the original graduation certificate and degree certificate will result in the invalidation of the admission qualification.
(V) Language Proficiency Requirements for Admission:
1. Chinese-taught programs: Applicants must achieve HSK Level 5 with a score of 210 or above. Those whose previous education was conducted in Chinese may present a teaching language certificate from their previous university as a substitute. Graduates from private Chinese independent middle schools in Malaysia (recognized by the Chinese Embassy in Malaysia) are not required to present an HSK certificate.
2. English-taught programs: Applicants are required to achieve a score of 80 or above in New TOEFL (TOEFL iBT) or a score of 6.0 or above in IELTS Academic. Those whose previous education was conducted in English may present a teaching language certificate from their previous university as a substitute. Applicants from countries where English is the official language are exempt from submitting proof of English proficiency.

(II) Scanned copy of the passport’s first page (regular passport, valid until a date after December 30, 2026)
Applicants who are subject to a nationality status review as required in the “Application Requirements” must submit the entry and exit stamping page, a notarized birth certificate and naturalization document, as well as their parents’ identification documents.
(III) Three recent color hat-free ID photos. Specifications: two inches (3.5*5.3 cm), blue background without borders, with the head occupying 2/3 of the photo. Printed photos must have the name indicated on the back.
Please note: Electronic photos are required to send via email to: faoadmission@fzu.edu.cn. Photos should not be less than 320*240 pixels, with an aspect ratio of 4:3, and a size of 100-500KB. Email subject line: Country + Name on the Passport.
(IV) Scanned copies of notarized graduation certificates (undergraduate or master program) and degree certificates or pre-graduation certificates. The pre-graduation certificate must be stamped with the university’s official seal.
(V) Scanned copies of the full set of notarized transcripts for undergraduate and master’s studies. The transcripts shall bear the university’s official seal. Other internationally recognized standardized test scores may be provided as a reference.
(VI) Two recommendation letters from associate professors or experts of a higher title. These recommendations must be written in either Chinese or English and include the recommender’s name, organization, position, and contact information.Recommendation letters must be signed by the recommender in person or stamped with the official seal of the recommender’s organization.
Please note: Recommendation letters with incomplete information will be invalid.
(VII) Language proficiency proof (Refer to the “Language Proficiency Requirements for Admission” in the Application Requirements)
(VIII) Study and Research Plan, written in Chinese or English, with no less than 1000 words, including self-statement, study experience, objectives for studying in China, and research plan.
(IX) Personal profile, written in Chinese or English, including major educational experiences, work experiences, and main reasons for studying in China.

The physical examination report must have the applicant's photo attached, be stamped with the hospital's official seal covering the lower edge of the photo, and be valid for 6 months.
(XI) Certificate of No Criminal Records, issued no more than 6 months prior to the application submission date.
(XII) Papers, awards, scientific research achievements, skills qualification certificates, and certificates of participation in cultural and sports exchange activities. Please note: Applicants to Xiamen Academy of Arts and Design, Fuzhou University must provide a work related to the applied major.
(XIII) Applicants who are not funded by the scholarship may study at the university at their own cost. After obtaining admission qualifications, they must submit additional financial guarantees for studying in China and have a financial guarantor for their stay in China to prove that they can afford the reasonable expenses for studying and living in China during their study as well as international travel.
Financial guarantees for studying in China are based on the funding amount provided by the Fujian Provincial Government Scholarship for Foreign Students. A scanned copy of fixed deposit certificate issued by the bank is required as the proof. Financial guarantors for stay in China are limited to the applicant’s parents or relatives, and a scanned copy of the guarantor’s passport or identification document is required.

1. Please use A4 photocopy paper for all application materials, which are submitted at one time in duplicate and organized in the above order. The application materials will not be returned after submission, and so remember to preserve your own copies.

V. Selection and Admission
(I) Admission Qualification Review. The university will review the application materials for completeness and validity according to relevant national regulations. Applications with incomplete materials or without notarization will be invalid.
(II) Academic assessment by faculties. Colleges will organize specialists to comprehensively assess the professional foundation, learning ability, language proficiency, and cross-cultural communication skills of their applicants who pass the admission qualification review. If necessary, applicants may be required to participate in a video interview or relevant academic ability examination (subject to the notification of each college). The assessment for the second round of examination will be guided by the Graduate School.
(III) Proposed Admission. Each college will provide a list of applicants having passed the academic assessment and to be admitted by the college (proposed admission list) to the Postgraduate Admission Office of the Graduate School. After review and confirmation by the Postgraduate Admission Office of the Graduate School, the proposed admission list will be submitted to the Office of International Cooperation and Exchange.
(IV) Official Admission. The university will review the proposed admission list and prepare visa forms and admission letters for applicants who pass the review. The official admission results are expected to be communicated via email by the end of June 2025. Applicants are advised to keep their phone and email accessible.
VI. Duration of Study, Study Period, and Degree Conferment
(I) Duration of Study
The standard duration of study is as stipulated in the annual recruitment catalog and training program. Master's programs generally last 3 years, and doctoral programs generally last 4 years. The specific duration for each program is determined by the respective school/department based on disciplinary characteristics.
(II) Study Period
The maximum study period for full-time master's students (including periods of suspension and retained student status, same below) can only be extended by 1 year beyond the standard duration; for full-time doctoral students, the maximum extension is 2 years.
(III) Enrollment Time
Generally in September (Fall Semester) of the admission year.
(IV) Graduation and Degree Conferment
Students who achieve the required credits as per the training program, complete the compulsory components, pass the thesis defense, and meet the graduation requirements in moral, intellectual, and physical aspects within the prescribed duration of study will be approved to graduate and will be issued a graduation certificate by the university. Students who meet the degree awarding criteria will be issued a degree certificate by the university.
VII. Study-Related Expenses
(I) No enrollment fee will be charged, but applicants will need to cover the textbook costs.
(II) Tuition: The tuition will be charged for each academic year in RMB. Tuition for the duration of study for scholarship recipients will be covered by the university. Self-funded students will need to pay their tuition.
1. Tuition for master’s students:

(2) Science and Engineering: RMB 20,000 yuan/year
(3) Arts: RMB 30,000 yuan/year
2. Tuition for doctoral students:

(2) Science and Engineering: RMB 25,000 yuan/year
(III) Other Fees
1. Accommodation Fee: The university arranges on-campus dormitories for international students, primarily double rooms at RMB 3,500 per year. Subject to availability, doctoral students may be arranged single rooms at RMB 7,000 per year. Accommodation fees for the standard duration of study for scholarship recipients are covered by the university. Self-funded students pay their own accommodation fees.
2. Insurance Fee: To ensure the personal safety of international students in China, according to the regulations of the Ministry of Education, all international students must purchase the Comprehensive Group Insurance for International Students in China. The insurance fee for scholarship recipients is covered by the university. Self-funded students pay their own insurance fee. Rate: RMB 800 per person per year.
3. Living Allowance for Scholarship Recipients: Scholarship recipients receive a monthly living allowance according to their scholarship type. Self-funded students cover all living expenses.
Considering the consumption level in Fuzhou, it is recommended that all new students exchange the equivalent of RMB 3,000 before arrival to cover initial living expenses in China.
4. Residence permit fee: International students must undergo a medical examination according to Chinese entry and exit regulations and apply for a residence permit to legally reside in China. The costs for the medical examination and the residence permit are approximately RMB 2000 yuan, which shall be borne by students themselves (including scholarship recipients).
VIII. Scholarship Application and Evaluation
(I) Chinese Government Scholarship for International Students
Eligible applicants must complete the online application on the China Scholarship Council (CSC) website by February 20, 2026 and send the hard copy of application materials to our university. Applicants may simultaneously apply for the Fujian Provincial Government Scholarship for International Students and the Fuzhou University Scholarship for International Students. No additional materials are needed. Our university will select scholarship candidates from the admitted students based on merit and submit the list to the university and the relevant scholarship authorities for approval.
Please note: If an applicant is admitted by our university but is not awarded the Chinese Government Scholarship, the university will email the applicant to confirm whether he/she accepts the Fujian Provincial Government Scholarship or the Fuzhou University Scholarship and will study at Fuzhou University. For those who confirm acceptance, the university will send the JW201/202 Form and the Admission Notice. If the applicant replies declining the offer or does not reply by the deadline, the admission qualification will automatically become invalid.
(II) Fujian Provincial Government Scholarship for International Students & Fuzhou University Scholarship for International Students
These two scholarships offer identical benefits, primarily targeting degree-seeking students (undergraduate, master's, doctoral) coming to Fujian. The funding duration is one year. Scholarship recipients are required to participate in an annual review. Those who pass the review may continue to receive the scholarship for the next academic year. Those who fail will have their scholarship suspended or canceled.
For scholarship recipients, tuition, accommodation fee, and insurance premium are covered by the scholarship funds. Students also receive a living allowance, the specific amount subject to the official notice from the university.
IX. Enrollment and Registration
Officially admitted applicants shall enter China with a student visa (X VISA). For the registration date, the time specified in the admission letter shall prevail.
When registering for enrollment, students must submit the original copies of their graduation certificate, degree certificate, transcripts, and medical examination report for qualification review. For those who cannot provide the original certificates for verification, their admission qualifications will be canceled. If any fraudulent application materials are discovered, the admission qualification will be canceled immediately.
If a student is found to be pregnant or has a critical illness that prevents normal study in the medical examination by the Chinese inspection and quarantine department, the student may apply to leave China and return home for recuperation. If there are special reasons for not being able to register for enrollment on time, students must apply for leave in writing to the university in advance; otherwise the admission qualification would be canceled.
X. Treatment of Violation
After enrollment, the university will review the admission qualifications of all new students. If the university ascertains that a student does not meet the admission requirements for international students in China or presents false information, the university will cancel the student’s application eligibility, admission qualification, student status, academic qualifications, and degree in accordance with the relevant regulations and procedures of the education authorities and the university.
