Fuzhou University is a nationally recognized “Double First-Rate” university, a key university under the “Project 211”, and a university jointly built by the People’s Government of Fujian Province and the Ministry of Education of the PRC. Founded in 1958, the university has grown into a primarily engineering-focused university with a combination of science and engineering and a key university emphasizing the coordinated development of multiple disciplines including science, engineering, medicine, economics, management, humanities, law, and arts.

The university has 27 colleges and one affiliated provincial hospital, with 13 disciplines in the top 1% of ESI global rankings; Chemistry, Engineering, and Materials Science are in the top 1‰. There are currently over 40,000 undergraduate students and more than 19,000 master's and doctoral students. The university actively engages in international cooperation and exchange, having established partnerships with over 140 universities, research institutions, and renowned enterprises in more than 50 countries and regions, and co-established the Joint Institute for Future Technologies with Universiti Tunku Abdul Rahman (Malaysia). It recruits international students from over 30 countries and is an institution qualified for the Chinese Government Scholarship and the Fujian Provincial Government Scholarship for international students.

The university offers an undergraduate program in “Chinese Language”, specifically designed to recruit and cultivate international talents in Chinese studies. The curriculum emphasizes enhancing students’ practical Chinese language proficiency, integrating traditional Chinese culture and national conditions, and combining fundamental theoretical knowledge of the language. After four years of study, students will achieve a high level of Chinese proficiency, obtain the HSK Level 5 certificate, and gain an in-depth understanding of traditional Chinese culture. They will become internationally competitive, application-oriented Chinese language professionals who are well-acquainted with China’s national conditions and cultural background, process strong cross-cultural communication skills, and meet the demands of modern society.

I. Application Requirements

(I) Applicants for a bachelor’s degree shall be 18 - 25 years old (as of September 1, 2026) and in good physically and mentally health. Applications from those under the age of 18 before September 1, 2026 will not be accepted.

(II) Applicants shall be friendly to China, and willing to abide by Chinese laws and regulations as well as the rules and regulations of Fuzhou University, and respect the social morality and customs in China.

(III) Applicants shall be foreign nationals holding a valid foreign regular passport with no criminal records.

According to Article 5 of the “Nationality Law of the People’s Republic of China”, either or both of the applicants parents are Chinese citizens who have settled abroad, and the applicant was born with foreign nationality without holding Chinese nationality. Starting from 2021, such individuals applying for admission to our undergraduate programs as international students must hold a valid foreign passport or nationality certificate for at least four years (inclusive) and meet the eligibility criteria specified in this enrollment brochure. Additionally, they must provide proof of actual residence abroad for a minimum of two years within the four-year period prior to enrollment (calculated as of April 30 of the enrollment year). Residence abroad for nine months or more within a calendar year is counted as one full year, subject to verification through entry and exit endorsements.

Mainland Chinese residents, as well as residents of Taiwan, Hong Kong, and Macao, who apply for our undergraduate programs as international students after having emigrated and obtained foreign nationality must also meet the above requirements.

According to relevant regulations, Chinese with foreign citizenship (including former Chinese citizens who have acquired foreign citizenship and their descendants with foreign citizenship, as well as descendants with foreign citizenship of Chinese citizens) must pass the nationality verification conducted by the public security authorities’ entry and exit administration before they can apply for residence permits for foreigners and register as international students. Those who do not pass the nationality verification will automatically lose their eligibility to enrollment.

(IV) Educational Degree Requirements:

1. Applicants for a bachelor’s degree must be soon-to-be graduates with a high school diploma or have already obtained a high school diploma (Diplomas from other educational systems deemed equivalent to a level of high school education must be officially recognized as such in the country where the institution is located).

Please note: all high school diplomas must be recognized and notarized by the education administration of the host country. For soon-to-be graduates, a pre-graduation certificate issued and officially sealed by the school must be submitted and notarized by a notary agency accordingly. Applicants must present their original high school diploma and notarized documents when registering for enrollment.

(V) Language Proficiency Requirements for Admission:

Generally, there is no Chinese proficiency requirement for applicants. Those who have obtained an HSK4 Level certificate or above will be given priority consideration for international student scholarships. Graduates from private Chinese independent middle schools in Malaysia (recognized by the Chinese Embassy in Malaysia) are not required to present an HSK certificate. Applicants who have completed their senior high school education with Chinese as the medium of instruction may submit a certificate issued by their high school as proof of language of instruction.

Note: The year of 2026 serves as a transitional period, during which the CSCA results will be used solely for reference in the admission application process. Those who successfully complete all levels of the CSCA will be given priority consideration for international student scholarship recommendations.

IV. Application Materials

(II) Scanned copy of the applicant’s passport (valid until a date after December 30, 2026).

Applicants who are subject to Article 3 of the “Application Requirements” must submit the first page of a valid regular passport, the entry and exit stamping page, a notarized “birth certificate” and “naturalization certificate” issued by the issuing country of the passport, as well as their parents’ valid identification documents. Chinese Applicants with foreign citizenship (including former Chinese citizens who have acquired foreign citizenship and their descendants with foreign citizenship, as well as descendants with foreign citizenship of Chinese citizens) shall present relevant materials for nationality verification.

(III) Three recent color hat-free ID photos. Specifications: two inches (3.5*5.3 cm), blue background without borders, with the head occupying 2/3 of the photo. Printed photos must have the name indicated on the back.

Please note: Electronic photos are required to send via email to: faoadmission@fzu.edu.cn. Photos should not be less than 320*240 pixels, with an aspect ratio of 4:3, and a size of 100-500KB. Email subject line: Country + Name on the Passport.

(IV) Notarized high school diploma or pre-graduation certificate.

(V) Scanned copies of notarized academic transcripts during high school. The transcript must be stamped with the high school’s official seal.

(VI) Two recommendation letters. These recommendations must be written in either Chinese or English and include the recommender’s name, organization, position, and contact information. Recommendation letters must be signed by the recommender in person or stamped with the official seal of the recommender’s organization. Recommendation letters with incomplete information will be invalid.

(VII) Chinese Language proficiency proof (Refer to the “Language Proficiency Requirements for Admission” in the Application Requirements)

(VIII) Personal profile. Written in Chinese or English, no less than 800 words, including personal profile, major educational experiences, main reasons for studying in China and research plans in China. Self-statement, written in other languages, shall be translated into Chinese or English.

(IX) Foreigner Physical Examination Record. Please download the form at: https://oce.fzu.edu.cn/info/1025/8015.htm.

The physical examination report must have the applicant's photo attached, be stamped with the hospital's official seal covering the lower edge of the photo, and be valid for 6 months.

(X) Certificate of No Criminal Records, issued no more than 6 months prior to the application submission date.

(XI) Certificates of participation in cultural and sports exchange activities or certificate of comprehensive proficiency, etc.

Caution:

1. Please use A4 photocopy paper for all application materials, which are submitted at one time in duplicate and organized in the above order. The application materials will not be returned after submission, and so remember to preserve your own copies.

2. If the application materials, including forms, documents, certificates, etc., are in languages other than Chinese or English, a notarized Chinese or English translation must be attached in addition to the original.

3. Applicants must be responsible for the authenticity and completeness of the submitted materials. If the application materials are false or incomplete, they will not be accepted by the university.

V. Selection and Admission

(I) Admission Qualification Review. The university will review the application materials for completeness and validity according to relevant national regulations. Applications with incomplete materials or without notarization will be invalid.

(II) Academic Assessment by Faculties. Colleges will organize specialists to comprehensively assess the professional foundation, learning ability, language proficiency, and cross-cultural communication skills of their applicants who pass the admission qualification review. If necessary, applicants may be required to participate in a video interview or relevant academic ability examination.

(III) Formal admission. The university will prepare visa forms and admission letters for applicants who pass the academic assessment. The official admission and scholarship results are expected to be communicated via email around the late July 2026. Applicants are advised to keep their phone and email accessible.

VI. Duration of Study, Study Period, and Degree Conferment

(I) Duration of Study: 4 years.

(II) Study Period: subject to relevant regulations of the university

(III) Enrollment time: September (Fall Semester) of the admission year.

Students who complete the compulsory components as per the training program, meet the graduation requirements within the prescribed duration of study will be approved to graduate and will be issued a graduation certificate by the university. Students who meet the degree awarding criteria will be issued a degree certificate by the university.

VII. Study-Related Expenses

(I) No enrollment fee will be charged, but applicants will need to cover the textbook costs.

(II) Tuition: The tuition will be charged for each academic year in RMB: 14000 yuan/academic year. Tuition for the duration of study for scholarship recipients will be covered by the university. Self-funded students will need to pay their tuition.

(III) Other Expenses

1. Accommodation Fee: The university arranges on-campus dormitories for international students, primarily double rooms at RMB 3,500 per year at the beginning of the academic year. Accommodation fees for the standard duration of study for scholarship recipients are covered by the university. Self-funded students pay their own accommodation fees.

2. Living Allowance for Scholarship Recipients: Scholarship recipients receive a monthly living allowance according to their scholarship type. Self-funded students cover all living expenses.

Considering the consumption level in Fuzhou, the monthly basic cost is about RMB 1000. It is recommended that all new students exchange the equivalent of RMB 3,000 before arrival to cover initial living expenses in China.

3. Insurance Fee: To ensure the personal safety of international students in China, according to the regulations of the Ministry of Education, all international students must purchase the Comprehensive Group Insurance for International Students in China. The insurance fee for scholarship recipients is covered by the university. Self-funded students pay their own insurance fee. Rate: RMB 800 per person per year.

4. Residence Permit Fee: International students must undergo a medical examination according to Chinese entry and exit regulations and apply for a residence permit to legally reside in China. The costs for the medical examination and the residence permit are approximately RMB 2000, which shall be borne by students themselves (including scholarship recipients).

VIII. Scholarship Application and Evaluation

Applicants may simultaneously apply for the Fujian Provincial Government Scholarship for International Students and the Fuzhou University Scholarship for International Students. No additional materials are needed. The university will select scholarship candidates from the admitted students based on merit and submit the list to the university and the relevant scholarship authorities for approval. These two scholarships offer identical benefits: tuition, accommodation fee, and insurance premium are covered by the scholarship funds. Students also receive a living allowance.

The funding duration is one year. Scholarship recipients are required to participate in an annual review. Those who pass the review may continue to receive the scholarship for the next academic year. Those who fail will have their scholarship suspended or canceled.

Those who are not awarded the scholarship can study at the university by self-funded. Upon securing admission, they must submit additional financial documentation, including proof of sufficient funds and a financial guarantor in China, to demonstrate their ability to cover all reasonable expenses related to tuition, accommodation, daily living, and international travel throughout their study period in China.

The financial guarantee for studying in China refers to the scholarship amount provided to international students by Fujian Provincial Government (equivalent to RMB 30000). A scanned copy of the fixed deposit certificate by a bank shall prevail. The financial guarantor in China must be limited to the applicant’s parents or relatives, who are required to provide a corresponding passport or a scanned copy of their identification certificate.

IX. Enrollment and Registration

Officially admitted applicants shall enter China with a student visa (X VISA). For the registration date, the time specified in the admission letter shall prevail.

When registering for enrollment, students must submit the original copies of their high school diploma, transcripts, and physical examination report for qualification review. For those who cannot provide the original certificates for verification, their admission qualifications will be canceled. If any fraudulent application materials are discovered, the admission qualification will be canceled immediately.

If a student is found to be pregnant or has a critical illness that prevents normal study in the medical examination by the Chinese inspection and quarantine department, the student may apply to leave China and return home for recuperation. If there are special reasons for not being able to register for enrollment on time, students must apply for leave in writing to the university in advance; otherwise the admission qualification would be canceled.

X. International Chinese Preparatory Course and Training Programs

The university will, in accordance with its operational conditions, organize international Chinese preparatory courses and training programs at appropriate times. Specific details will be announced separately.

XI. Treatment of Violation

At any time, if the university ascertains that a student does not meet the admission requirements for international students in China or presents false information, the university will cancel the student’s application eligibility, admission qualification, student status, academic qualifications, and degree in accordance with the relevant regulations and procedures of the education authorities and the university.
